Technology innovation doesn’t happen in a vacuum. Government actions influence what network technologies are developed, which technologies are selected by operators, how quickly those technologies are deployed and under what conditions they can operate.
Legal and regulatory decisions influence all aspects of a network operator from determining type and amount of available spectrum for wireless services to AI governance, cybersecurity posture and broadband investment. The Technology Policy Vector of the Technology Vision aims to inform the debates of these issues and more, ensuring that government actions are based on today’s technical reality as well as a recognition of the technology just over the horizon.
Translating Technical Expertise Into Policy That Works
The Tech Policy Vector translates CableLabs’ and the industry’s technical expertise to the policy domain, helping advance the industry’s vision for the future of connectivity. As governments play a significant role in determining the pace and direction of technology development, it’s essential that industry engages with governments to ensure their actions support a resilient, sustainable and secure broadband ecosystem.
Work in this vector centers on three goals:
- Engaging with policymakers to help align government and industry priorities
- Building a shared understanding of broadband’s current and future capabilities across vendors, operators and government
- Developing technical analysis and guidance to help address critical public priorities
To achieve those goals, our priorities in this space include:
- Security, privacy and AI: Aligning industry and government interests to enhance network and device security, enable responsible and secure use of AI technologies, and embed privacy and security-by-design principles.
- Energy efficiency and sustainability: Leading voluntary agreements and standards to drive energy efficiency of residential broadband and video services equipment and helping the industry meet energy efficiency and sustainability goals.
- Spectrum and wireless: Engaging with policymakers on expanding spectrum access to support growing demand and innovative approaches to wireless connectivity.
- Broadband: Supporting broadband’s competitive positioning through education, analysis, measurement and tools in the policy domain.
Why Now?
The Adaptive Era of broadband technology is currently being built. Today’s government actions will have lasting consequences for operators and their networks. As we determine what the industry needs for continued innovation, we need alignment between the policy and technical domains.
The Key to a Connected Future
These policy decisions directly impact our ability to execute on every other vector in the Technology Vision. Fixed-mobile convergence, security and privacy evolution, network evolution and platform evolution are all dependent on government decisions both in the U.S. and around the world.
If you’re joining us this week for Tech Summit 2026, we’ll dive deeper into this and explore what strategic policy decisions mean for operators. In today’s session, “Navigating Washington: Policy Forces Shaping the Broadband Industry,” we’ll examine how the administration’s priorities are shaping federal approaches to spectrum, cybersecurity and broadband policy.
Attendees will gain a deeper understanding of the key regulatory forces impacting cable broadband operators, explore recent developments likely to influence strategic decisions and identify new considerations for navigating an evolving policy landscape as technology, competition and consumer usage continue to accelerate.
