To be a member of CableLabs, a company must be a cable television system operator, as defined by the 1984 Cable Act. The Cable Act defines a cable operator as a person or persons who provide video programming using closed transmission paths and public-rights-of-way. This definition does not include open video systems, MMDS (multichannel multipoint distribution service), or DBS (direct broadcast satellite). CableLabs' charter admits cable operators worldwide.

Benefits of Membership in CableLabs
There are many membership benefits to cable companies that join CableLabs.
Cable Information Services
Member companies may participate in the services offered by our Cable Information Services unit (CIS). Please see the CIS area for more information.
CIS services includes the Go2Broadband service locator. CIS services allow members to sell cable services via third party resellers (retail and e-tail). The G2BSM program sees more than 2 million sales leads come across the platform for the industry each year.
Cable companies must be a member of G2B to participate in the Movers Hotline. Additional fees (besides CableLabs membership dues) are required for participation in the Mover programs.
Publications and Conferences
CableLabs has two principal conferences each year - a project-centric conference in February and a more broad-ranging technology, business and strategic conference in August. This provides not only the obvious benefit of current information from cable experts, including the CTOs and CEOs of the industry's leading operators, but also the equal opportunity for discussions with other cable operators with respect to issues of specific interest to our members. The opportunity to establish relationships with those undertaking initiatives of importance to another operator is substantial.
- In conjunction with the August conference, CableLabs and NCTA co-sponsor a one-day conference for smaller market operators. This agenda is focused to address technology and related issues that particularly affect smaller sized cable systems and MSOs. The conference also includes technology demonstrations.
- CableLabs also sponsors targeted events (including webinars) focused on specific technical issues. Recent events have included manufacturers' recommendations on advanced CMTS architecture and industry gatherings on business services, DOCSIS® 3.0, tru2way®, PacketCable™ IMS strategy, advanced advertising and enhanced interactive television.
CableLabs provides several communications for our members, including the following:
- CableLabs Quarterly. This quarterly report is designed to update all members by conveying information about our projects' accomplishments to more than just those working on business or technical teams for specific initiatives. CableLabs projects present information in bullet format and provide a contact name and e-mail address for further information.
- SPECS News & Technology. This newsletter for member companies is of general interest to the cable industry and lay audiences. It contains articles about on-going research and emerging technologies and describes their relevance to cable operators. It also summarizes industry-related and corporate events and includes information designed to highlight our international audience and member companies.
- DocZone. DocZone is an easy to use, intuitive, web-based content management system designed specifically for sharing confidential files. This access-restricted site provides updated information on our projects, conferences, publications, webinars and educational materials. Our current projects include Advanced Advertising, Business Services, Cable Information Services, DOCSIS, Home Networking, Metadata, OpenCable (tru2way), PacketCable, Security, Standards and Strategic Assessment.
- Technical and Strategic Reports. CableLabs Strategic Assessment group is responsible for providing strategic assessments of new technologies. These confidential reports, stored within the members-only section of DocZone, consider the technical, economic, public policy, and strategic issues presented to the cable industry by emerging new technologies, as well as the competitive implications.
Security
An important responsibility of CableLabs is to enhance the security of services delivered by cable networks. To date, this key strategic goal has improved the security of broadband and video services through innovation and application of standards-based security approaches.
With the significant progress made in developing CableLabs' Security team and its capabilities, we can now provide several resources to member companies:
- Free Service Provider End-Entity Certificates. Cable equipment compliant to CableLabs' specifications (i.e., DOCSIS®, PacketCable™, CableHome®, and OpenCable™) use digital certificates for device authentication, data encryption, and secure downloading of device software and configuration files. CableLabs proactively manages the certificates, on behalf of our members, to maintain the level of trust required by the services relying on the certificates. To participate in the cable industry trust infrastructure, cable operators are required to have the appropriate certificates in their head-end servers. CableLabs members have the option to obtain these end-entity certificates from CableLabs free of charge. (Alternatively, members can choose to operate their own Service Provider Certification Authority (CA) at a cost of $15K for issuance of the CA certificate and an annual operational cost estimated at $40K-$80K.)
- Free Use of CableLabs Test Tools. CableLabs has developed several software tools to test the functionality of the security interfaces of devices submitted for certification. CableLabs' test tools are updated regularly and are freely available to Members for use in identifying the source of security interoperability problems that can often occur in field trials and early deployments.
- Participation in the Security Working Groups. In today's environment, security threats move too fast for static defenses. Often it is difficult to determine the risk associated with each new attack. To respond effectively to these varying threats it is important to take a proactive approach focused on early detection and rapid response. CableLabs Security regularly convenes working groups of member organizations' security representatives to meet periodically when needed. The role of these groups is to provide a clearinghouse for broadband security incidents, gather and disseminate security alerts that affect the industry, and prepare industry responses to security threats.
- Access to CableLabs' Security Personnel. Member company staff has direct access to CableLabs Security personnel. Members may also request that specific CableLabs Security staff visit the member at their location to provide advice on security practices and procedures.
Technical Support and Demonstrations
CableLabs architects and engineers are available to assist our members with CableLabs-related requests with respect to technical issues impacting member operations or businesses. Often, this involves characterizing and making recommendations with respect to issues which occur following deployment of a technology for which CableLabs has been significantly involved. For example, we have successfully resolved operational issues around CMTS, cable modems, multimedia terminal adapters, set top devices, home networking devices and advanced video codecs.
CableLabs also organizes technology demonstrations. These occur in connection with our two primary conferences where as many as 60-75 manufacturers, service providers, content providers, application developers and other companies - from established organizations to newly-formed start-ups - are invited to profile their innovative technologies. We also provide demonstrations on-site at CableLabs generally targeted to our on-going initiatives involving interoperability, recently including advanced advertising, enhanced interactive video, DOCSIS 3.0 and IMS.
Membership Dues and Information
Membership Dues
CableLabs' membership dues are calculated by multiplying the member's Cable Revenue for the previous quarter by a flat multiplier, which may be adjusted from time to time by CableLabs' Board of Directors. Cable Revenue includes, but is not limited to, revenue derived from the provision of such services as basic, expanded basic, digital, premium, high-definition, pay-per-view, on-demand, interactive, Internet access, telephony, music services, home networking, installation, bulk accounts, additional outlets, consumer premise equipment rental, sale of program guides, leased access and channels (including but not limited to home shopping, classified ads, etc.), sale of advertising time, production of advertising spots, interconnect advertising revenue, franchise fees, copyright fees, etc. The only revenue excluded is revenue from separate lines of business not related to the provision of services over the cable system.
Domestic (U.S. only)
For domestic members (U.S. only), dues will be determined by applying a set multiplier to the member's total Cable Revenue. Effective July 1, 2012, the multiplier for U.S. members is 0.0525%. Notwithstanding this revenue-based membership dues structure, membership dues for U.S. members will be no less than $0.03 per basic cable subscriber per month, and will be no more than the weighted average dues per basic cable subscriber of Comcast and Time Warner Cable based on the number of subscribers at the end of the quarter. That dues cap is currently $0.08 per basic cable subscriber. All rates are subject to change in the future.
International
For international members, dues will be determined by multiplying the member's Cable Revenue, translated into U.S. dollars using the average exchange rate as published on Oanda.com in effect for the previous quarter.
Canadian Members
Effective July 1, 2012, the multiplier for Canadian members is 0.02625%. Notwithstanding this revenue-based membership dues structure, membership dues for Canadian members will be no less than $0.015 per basic cable subscriber per month, and will be no more 50% of the dues cap for U.S. members. All rates are subject to change in the future.
All Other International Members
For other international members (Non-U.S. or Canadian), effective July 1, 2012 the multiplier is 0.013125%. Notwithstanding this revenue-based membership dues structure, membership dues for these international members will be no less than $0.0075 per basic cable subscriber per month, and will be no more than 25% of the dues cap for U.S. members. All rates are subject to change in the future.

CableLabs Project Participation
Vendors and Suppliers - CableLabs Project Participation
Broadband vendors and suppliers are encouraged to participate in CableLabs projects, which gives participants opportunities to review and comment on pending changes being considered for inclusion in project specifications; opportunities to contribute to the development of project specifications; general notifications including interoperability testing, certification, conferences, and project updates. CableLabs also provides the opportunity to participate alongside other developers in CableLabs' unique cable network test environment.
Participation in CableLabs' projects provides access to the restricted DocZone area, which contains draft specifications not available to the general public. In order to receive access to DocZone, your company must first sign an NDA (Non Disclsoure Agreement, sometimes called an Access Agreement) specific to the project in which your company wishes to participate.
CableLabs also provides several venues throughout the year for technical demonstrations of new technologies, products and services of interest to cable operators. Please see CableLabs Demonstrations for more information.
CableLabs also encourages broadband vendors and suppliers to join its visiting engineers program.
Broadband vendors and suppliers are encouraged to participate in specification development for CableLabs projects. In order to take part in the specification development process, your company must first sign an an IPR (Intellectual Property Rights) license agreement specific to the project in which your company is participating.

This definition does not include open video systems, satellite master antenna TV systems (SMATV), wireless cable, multichannel multipoint distribution service (MMDS), or direct broadcast satellite (DBS).
Are You a Vendor or Supplier?
Vendors and suppliers provide hardware or support for the cable industry. They are offered participation opportunities in CableLabs' projects but must have a signed NDA on file with CableLabs for each CableLabs project in which they participate.
Cable Operators Only
